I found that it makes some difference how the the cables are routed directly from the throttle housing on the handlebars. They can be rotated independently several degrees in order to provide optimum cable routing.
Like MMC, I have hand deflectors, although mine are from National Cycle. In MMC's photos you can see that the top cable has been forced downward somewhat which can cause the binding. I was able to bend the hand deflector bracket a bit so that the top cable was not forced downward so much.
If you don't have hand deflectors you should be able to play with the cable direction as they exit the throttle housing and hopefully find a solution with less binding.
