One idea might be that the front tire is too skinny to give 'good enough' braking and/or handling control higher speeds.. 'good enough' is open to interpretation.
People complained loudly about the speed limiter on the Honda Fury. I look at the skinny 21 inch front tire and single disk brake and could see that you're not going to haul that bike down from higher speeds as easily/quickly as a sport bike with proper 17 inch tires and dual disks..
may or may not be a factor with the CB1100..
