As Ferret noted, the front signals (front only) act as running lights and they are on anytime the headlight and tail light are on. The rear signals should be dark unless they are signalling a turn.

Well, there's your answer. You can't really tell that the front lights are illuminated during the daytime (from the riding position), unless you're looking real close. As for brightness, I think most lights on the bike will seem brighter at night if you've only seen them during the day.
I don't think you have anything to worry about.
