The Triumph ones have them, and they should face the back. If yours don't have the holes, you might consider putting some in. They are right above the level of the fork wipers to let water and condensation come out.
I saw them and assumed they faced the back, thank you! I had them on both top and bottom.

Great job on the install. I used to get this slow speed front pulsing on my 82 goldwing 1100 which had around 60 or 60k miles and one of the fellas on the forum advised rebuilding the calipers before replacing the expensive rotors on the 1100 and the pulsing disappeared. The theory was the old pistons seals may not have been allowing either of the total 4 pistons to move exactly horizontal to the rotor as they were designed to do ..
I didn’t even get a chance to check if the rotors were warped or wether they were still in spec as those old rotors are super thick and heavy ..
Please update us on the pulsing after you get a chance to test ride

I'm baffled so far. So the new rotors were offset by like 1mm and the holes wouldn't line up. Messaged the seller to sort it out but I put the old rotors back on for the time being. I dont know why but i decided to flip the rotors around the the opposite side and face they were on. Gave the calipers and rotors a quick wipe down. Put everything back together. Forgot to balance my wheels so I'll do it today.
When the bike was still on the lift I spun the front wheel. It spins freely even with the old rotors but you can hear a slight contact sound on the 1 side where the rotor must me catching the pad in 1 place as it rotates. However, I rode 27 miles out and back and didnt feel the pulsing at all... I cant figure it out?? Maybe you're onto something and I just had to get the calipers cleaned and force them back open before reinstalling?

I think most of my bikes had a very slight pad contact spinning on the stand with no drag at all .. seems to be normal
The pulsing may be when the piston doesn’t retract quickly and completely even like it’s supposed to .. the lowest piston is the one usually partially submerged in old fluid and moisture .. or maybe it just needed a good brake flush and bleed

Yea that would be awesome of it's just a caliper cleaning. My front tire was also the worst cupped we have ever seen but it was very hard to notice in my overhead garage lighting where I usually check the bike over. I must have been riding like that for awhile. One of my buddies noticed the cupping when the sun was hitting it from the side and the cups were casting a shadow.. maybe the cupping in low speed decel was also contributing?

I use a Harbor Freight balancer too, but I don't balance them with the wheel spacers in place, I go right up against the bearings. I find the wheel bearings have less friction than the balancer bearings. That's on newer wheels, with fresher grease.

Good idea, I was strong arming those cones against the collars to make a tight fit... didnt even cross my mind that they wouldn't affect the balance

That looks awful!
What brand/make is that tyre? It looks like (maybe only in the picture) the cupping pattern is in perfect sync with the tread pattern, amd if that's the case, my guess would be that tyre construction has been the cause.
