I've also lowered my bars but have no issues with the throttle cables at all. Maybe try to tinker a little more and fix them. Also, the resistance could be coming from the throttle cylinder (perhaps the bar-end weight is overtightened etc), or from the new grip pressing to tightly against the switch cluster. I'm not saying you are wrong, just tinker some more
