First number is the tire width, second is the tire height relative to the rim, and third is rim size. From my reading here and elsewhere, increased width may make the bike seem less nimble. Not read anything on increasing the height or "aspect ratio".
I don't think tires need balancing, as long as you line up the valve stem with the corresponding arrow on the tire.
I think I am leaning to purchasing the T32 tires, but since a lot have talked well about the Angel GT I am thinking of getting that for the front tire (Not available for rear). Any thoughts?

Just to clarify: the second measurement is the side height (in percentage) to the tire width. As in example 110/80 means 110 mm width and the side wall would be 88 mm ... (110x80%)
The rim width (and sometimes its design) will determine the tire width you can mount. I recommend using google for that measurement.
