No mention in the manual for the engine being hot or cold but would be reasonable to assume that the engine would be warm since the oil should be drained when still hot.
I use the same dirt cheap filter wrench that I got at the discount store years ago for my Honda Civic.
Redbirds, I believe the manual calls for 19 foot pounds on the filter (not 13)
regardless yea hand tighten. 19 ft lbs is a lot.

Right you are Ferret, I mistakenly was looking at the torque for the oil filter boss.
