Thanks ish. I've been through it all. It's not a snugness fit, it's an adhesion problem specific to the bars. I came to this conclusion after trying to use the same method I use to regrip my golf clubs - double sided tape and solvent. The tape wouldn't even stick to the bars, which is really odd. There must be something in paint of the bars that I got that just isn't conducive to adhesion.
Crisis averted though. I ended up using a paint/primer method. Two coats of self etching primer that I let set up. Two thick coats of black spray enamel on top that I did not let set up. Enough spray that it was about to drip. Grips slid right on and 2 hours later won't budge.
