I swapped tanks recently too and used a new gasket and followed the manual's procedure for torquing in a crisscross pattern (like lug nuts). However, I don't think the new packing/gasket is a necessity if the old one is pliable. If you're sure the leak is coming from the pump, maybe try re-seating everything and torquing again in the correct pattern.
I also used a new rubber insert and plastic clip for the fuel line... I think replacing these are really important to ensure you don't have any leaks from the connector.
Oh, the new manual you can get through Helm Inc. or your dealer includes all model years which is nice too....
