I agree with Max about tracing the noise source. A stethoscope is an inexpensive and extremely accurate way to track the noise source. I have traced failing main bearings with one. You can buy one at Harbor Freight for less than $4.
Do not recommend oiling either side of the shim, or the cam follower bucket and valve stem where the shim contacts, only on the bucket's outer surface. These shims don't wear, and oil can prevent the shims from properly seating, and give an inaccurate reading.
