Let's clear the air (pun intended) on the CB1100 emissions.
I have it on good authority that all CB1100 (both 2013 and 2014) are EPA and California ARB certified as 50-State emission type.
What that means is, regardless of what state you buy your CB1100, the emissions equipment are identical, including the PCM programming.
There is no special California emission type for the CB1100.

Look at the "Vehicle Emission Control Information" (VECI) label on your bike,
the Engine Family name will be the same for every CB1100 sold in the United States regardless of which state you purchased your CB1100.
The VECI label will also state "THIS VEHICLE CONFORMS TO US EPA AND CALIFORNIA REGULATIONS...".
Here's an example from my ST1300 of a VECI label:
