I sold industrial steppers circa 1984, then went to work for a customer (automation house/systems integrator)
Even the heavy duty industrial units have limitations if no feedback, such as an encoder.
Servos are generally stronger.

Took the CB by my local dealer, they hooked up my bike, it threw no codes or had anything that popped up on their system. They suggested the Power Commander and Remus slip-on could be the issue, spark plugs (those were done a few thousand miles ago), and "tps voltage low" with a recommendation for a new battery @ $120 plus $100 labor, no thanks. As I work with batteries all day, hand-picked this one and tested before install, it is one month old (plus it had a new lithium in it for a month before I switched back to AGM, so it's 100% not a battery issue).
They gave me no further insight into helping getting this problem fixed, so I'll be trading this in on a Tenere 700 whenever a dealer close by gets one in stock. I really wanted to love this bike and put as many miles on it as I could, but at just over 20k miles, I'm not going to throw hundreds of dollars at a bike that should be dead-reliable

It won't help. I have kept quiet because I was hoping mine would somehow magically disappear. At a little over 5,000 miles, my 2013 standard has started idling at 2,000 and nothing helps. Had a new (probably 2013) IACV installed at the dealer and it drove away from the dealer just fine. Lasted a couple days and back to fast idle. Since I asked them to install the IACV and didn't specify why, I am sure I will get the same response from them that you did - they don't have any idea and they'll sell me every possible component until they find one that works, or I run out of money.
Your idea is the best. I don't want to dump it on some poor innocent biker who will be on here looking unsuccessfully for a solution in a few days. A trade-in might be the only way out. Maybe I could part it out and get my money out of it that way. I can ride it this way, I guess, as little as I ride, and see if it ever gets better.
Also, it does seem to run fine without the TPS connected, so I could put a piece of electrician's tape over the "check engine" light and disconnect the TPS.
For what it is worth, I think it is a real shame that Honda has never sent the software update and a notice out to US dealers.
It is also a real shame because I really like this bike otherwise. It really puts a tarnish on the whole experience.

Keep an eye on Ebay for the updated ECU # for your particular bike (13 & 14 are different- but both have been updated).
I'd bet that resolves the issue.

If I disconnect the TPS, it does bring the idle down to a normal sounding idle. However, it puts my bike in a limp mode and limits the revs to around 5k
I'm not sure if any used ECUs listed for sale would even be known as "updated", which is where we could play the guessing game forever.
Potential next steps for me:
1. Find someone with a known good ECU to test with on my bike
Or
2. Bring my CB back to stock, store it in the corner until it's time to say goodbye.

I'd say the unless your dealer really knows for sure if there was a specific update to fix the idle issues, it's still 50:50 on it if will work, and for how long. I asked the parts guy who was supposed to be the best one at the dealer, if he knew about any updated part numbers on the ECU for the 2013 and 2014, and had no relevant information. The only thing he confirmed was that the 2013 has its own ECU and other years will not work.
If only the dealer was nice enough to order a brand new ECU specifically for testing... but I guess it doesn't make sense to do it for a some random dude with a 10 year old bike.

Just an intermediate tip for disconnecting the iacv;
The two windings of the iacv are 108 ohms each, they are; winding1 center contacts and winding two is between the outside contacts.
I just tried out if the engine would start and set a code ( the orange c.e. light ) and it did, i then connected two 470 ohm resistors in place of the iacv and the c.e.l. was still unhappy, i then put another two 470 ohm resistors in parallel with the first pair and the e.c.u. was happy with the 470:2= 235 ohm load per winding of the iacv and the c.e.l. did not light.
Then started the cold engine and it started immediately and ran at 1000 rpm.
The iacv would have been in the 1050 rpm state when the engine was switched off last and current temperature in the workshop is 16 deg C.
This may not be the best solution but i wanted to try this out anyway, it's a 50 cent 20 minutes fix.
My cb919 has a manual rpm adjustment and a mechanical choke cable, i never adjust or change the choke on it and have run it for 4 years at least.
I also have a 330 ohm resistor connected to my o2 sensor on the cb1100 ( courtesy of the ferret's advice ) connector with some electrical tape for years and enjoy a surge-free ride ever since.
Have not had a ride on the cb with the 470 ohm resistors to see what it's like but it is a start.
For the really techo guys i think it is worth connecting two 100 microfarad capacitors across the two windings, this may store/release enough energy to motivate the iacv by making the pulse last longer.
Realize this is not the final answer but wanted to let you know anyway
