Max, there is no reason to even remove the tensioner bolt (you're supposed to replace the washer if you do). It's best to turn the engine over by hand in the same condition it would be in while running. You get the same result but there is a risk of tooth skipping with lighter tension. That step is not supposed to go there in the manual--it's done later in the cam removal process (and is in fact listed with those steps where it should be).
They were in spec (barely) and the tolerance window is far smaller (+/- 0.001") for these valves than most bikes, so it's very little change. For example, I think my buddy's BMW R1200GS has +/- 0.003" tolerances. He's a mechanic and was shocked when he heard ours were +/- 0.001".
