Absolutely not. Rear is not as strong as in front, but I can easily slow her down from 50 mph to a stop, just using the rear. No need to step on it hard, no sluggishness, no delays.
If my front brake lever broke on a trip, I would still feel safe and ride home with just the rear.
I hope this helps ... get it fixed, or fix it. You want this brake to work.
PS: mine is ABS, but as long as it isn’t triggered, that can not make any difference.
This is my experience too. The rear brake works fine, but of course it can't compete with the front brake and I don't expect it to.
You need it so get it repaired right away.
