You are correct- there is a duty cycle- which means how long the injector is open for.
Just like pulling a trigger on a spray bottle or your garden hose trigger- lower duration is less robust spray.
Everything with a mass has a stationary position- and a time for momentum to increase speed / distance / spread.
Open the injector in short quick bursts is less fuel- and less overall fuel spray wash.
Remember that engines will tend to run richer at higher load and RPM which means longer open pulses to give more fuel, more burn, more heat overall. Leaner at light cruise load for efficiency and emissions.
