This either sounds like a ECU or injector problem. I don't see it being a spark plug or coil issue ( not sure if they have coils )if its running fine over 3000rpm's I would return the bike to the dealer and leave it until they fix the problem. This is not normal there are many members on this site with CA bikes. If they tell you its normal ask to have a regional rep get involved. These bikes have spot on fueling. I would not put any add on products
( PC5) until the problem is addressed and corrected.
