Yep, either the pads aren't being squeezed on the rotor well enough and the prime suspect is air in the line, or they're being squeezed plenty good, but there's not enough friction from pad to rotor. Doubt pads are glazed or worn, so if squeeze is good, then contamination is the likely suspect.
Sure would be easy for an over zealous setup tech to splash a little chain lube on that nearby rotor, or for a rotor anti-rust coating to miss being removed at the factory, or somewhere down the line.
Sure hope it gets sorted out for those who aren't getting normal rear brake operation.
