A number of things are possible, but some are far more likely than others so those are the first things to look for. Air in brake lines is the most common cause of weak braking performance if the pads aren't worn out so I would start there. A technician friend once told me, "If I hear hoofbeats here in Arizona, I'm gonna look for horses, not Zebras". All the best.
