It's quarter mile times are hamstrung by a rev limiter in the lower gears and a speed limiter .
Even with multiple limiters 12.11 isn't that much slower than the VRods 11:73 (less than 4/10th of a second)
Supposedly the V Rod Muscle makes 125 hp, is not limited electronically (and btw cost 60% more) in which case it's pretty slow for what it has going for it. For example the 130 HP Yamaha FZ-1 turns mid 10's at 132 in the quarter mile.
For $400 you could reflash the CB, remove the rev and speed limiters and absolutely smoke the Vrod if that was your goal, and still have 5 1/2 thousand dollars in your pocket, but the vast majority of us who buy the CB 1100 aren't interested in how fast we can get it to go thru the 1/4.
