Some people are just incapable of self-governance. You can recognize them because they are the same people who don't take the shopping cart back to the cart corral at the supermarket.
Lazy, selfish and entitled?
We can't pick our neighbours, but in every neighbourhood there always seems to be a "family" who thinks they need to be seen and heard. So maybe add "lack of self-esteem", and therefore, "fear" to that list.
