Arm > hand > lever relationship

Being new to biking I'm not sure of the answer to this question...

When I hold the handlebar and extend my fingers in the same line/plane as my forearm, my fingers are a good 2cm, or nearly an inch, below the brake lever, clutch level and natural rest position of the throttle.

In other words, my hands are always bent upwards rather than being straight out...

...is this right?

To 'fix' this, it possible to rotate the handlebars forward to achieve that 'straight' position.
