No law, sign, fine or mean looking nun with a ruler is going to prevent someone from doing something stupid.
Yet contrary to this "common sense" logic are books upon libraries of laws meant to keep such stupid things from happening with no end in sight to such madness. Why?
Because when you start to hold people responsible they will, for the most part, behave. If you read up on some statistics books you'll see that we can't afford 100% compliance with anything; but if you can get to 80-90% then that is good enough.
Besides; without this enforcement - and just speaking about traffic laws here - you'll end up with a LOT of road rage as folks decide to do their own problem solving.
With the exception of some small towns with a corrupt government; it has never been about the money. Otherwise you could just go buy a speeding stamp and do what you want.
