So the phosphoric acid is to remove grime and/or rust and the plastic coat is so it doesn't reoccur or allow dirt to adhere?

Yes. The previous owner was in Chicago and didn't care well for the bike, so there was some salt-rust. The acid did well pulling off rust after I let it sit overnight. The plastidip will hopefully keep it from happening again, obviously along with my regular cleaning.
