It is NOT against the law to set a replacement odometer to read what the old one did. It IS against the law to set an odometer to LESS miles than is on a vehicle to CHEAT someone into paying more for a vehicle to make it worth more money.
Like I said previously we set odometers all the time when replacing instrument clusters when I worked at the dealership. Anyone that states that it is illegal doesn't know what they are talking about.
