Procedure is:
-Make sure switch is set to run
-turn ignition on (but do not start)
-slowly twist throttle from fully closed to fully open twice
-turn ignition off
I wasn't having major issues like OP was but did have roughness at low RPM with small throttle inputs. This fixed my issue. It is much smoother, especially throttle rolloff at low speeds.
