I think the difference is that they can yearly assess ( tax if you will) those with motorcycles through licences, plates and registrations whereas there is no current means of assessing leaf blowers, chain saws, law mowers, weed whackers other than at initial purchase... ie motor vehicles are an easier target for the tax assessor.

Oh boy, I can see that happening. Currently, a new car does not need a smog inspection for the first eight years. But, when you pay for your registration renewal for those eight years, there is an additional $20 Smog Abatement fee stacked on top of all of the taxes, which says "since we're not making you get your car smogged this year, pay us for the convenience."
It would be easy to do the same thing for motorcycles. The added fee could immediately be implemented, saying "Since we don't have the infrastructure for motorcycle smog testing standards, testing stations and people to do it, pay us more for the convenience of knowing that we could make you get your bike smogged someday, but aren't doing it right now."
