Gentlemen. I had a discussion with my friends the other day (who are all sport bike riders) and they told me they cannot purchase an aftermarket ECU, or even have their stock ECU remapped legally if you live in California. One guy said he wanted to send his Yamaha R6 ECU out to be remapped and was told that they could not do it because he lived in California. California passed a law that it is illegal to replace your stock exhaust unless the replacement exhaust is EPA certified. Do we have any California members who have had a problem getting their ECU remapped? I'm not even sure if it's legal for a shop here to remap a customer's street legal bike.
This doesn’t answer your question directly, but something’s afoot in the USA. See, http://cb1100forum.com/forum/showthread.php?tid=17315
I guess your buddies are technically right...

I must be quite the outlaw running my Full exhaust, Guhls flashed CB here in CA... if they come for me, they probably will have something to say about my off-roster Glock, not to mention it's factory mags ROFL

California is a joke in more ways than one. If you're scared of potential consequences, keep the bike stock, and don't forget to abide to the 55MPH posted speed limit Biker
I have noticed many, many websites which market aftermarket performance parts for motorcycles that have a map of the US with the State of California painted Red to indicate they will not ship to any California location.

What strikes me as ironic in this is for many decades of our history, California has been a hot spot for hot rod and custom builders.

Sounds like CA is cracking down and businesses are being held more accountable for their participation in incompatible environmental practices. Sounds like the usual roll of policy evolution.

My understanding is California is doing away with the red sticker registrations next year. For those of you who don't know what a red sticker is, it is an off-road registration sticker required to allow you to ride your non street-legal motorcycle on federal property (dessert, ORV trails). Several years ago they eliminated the "Green sticker" registrations. As soon as they realized the revenue they lost due to vehicle registration fees they created the "Red sticker" registration. The difference between the green and red stickers is with a green sticker registration you can ride your vehicle on federal lands 360 days/year, and with the red sticker registration you are limited to the days you can ride your vehicle on federal lands. Their justification is that some days the climate is more prone to damage by exhaust emissions, so you can't ride on these days. In reality, the red sticker registration was created to allow the state to continue to collect registration fees for all the off road vehicles, while appeasing the global warming advocates.
I lived in Cali. Moved out in late 2018. I owned a few bikes. All were modded. ECUs redone, exhausts, etc.
Technically a no no but then again no one looks. CHP , Deputies and Police have bigger worries than your extra loud guilded swallow killing motorcycle..

But it's gotten harder recently to get ECUs done. Stiff fines. But being in SoCal.. Especially Sandy Eggo? You can make some friends for sure. Exhaust stuff? I had to send my stuff to another state then have a friend send it to me. That was only for slip ons for my Valkyrie because the guy who built them was a weirdo. Almost all will send exhausts to Cali unless posted otherwise.

Bottom line? You're really not supposed to but not enforced. Trading in 99% of dealers don't even care and can claim ignorance. Is anyone gonna plug your bike into a computer and check? Heck no.

I know some Webelo here somewhere will pop out the woodwork and fearmonger and flash EPA links or CARB stuff and "AHA!!!" I don't care..

You'll be fine.
it will not be long before we have to smog our bikes in Cal.

What is that? Emission testing of motorcycles?
