Scratch the other side to match. That way you have symmetry going for you.
Realistically, look in the classifieds to see if anyone is still parting out a bike has a good used one.

I wonder if you can take the rings off separately. Body filler, sanding, and black paint on both rings?

Kmoney, It looks like the scratched part is called the Case assembly, upper on the parts fiche. Covers both meters, indicator panel, etc. But it is removable/replaceable. So he could do what you said.
