The rear brake is obviously designed to be anemic. However,mine seems sufficient and I can still lock up the rear wheel pretty easily. I am guessing you have severely degraded brake fluid or air in the brake line. After you check the pads, do a vacuum bleed and make sure the brake pedal doesn’t feel spongey.
