I lived in Cali. Moved out in late 2018. I owned a few bikes. All were modded. ECUs redone, exhausts, etc.
Technically a no no but then again no one looks. CHP , Deputies and Police have bigger worries than your extra loud guilded swallow killing motorcycle..
But it's gotten harder recently to get ECUs done. Stiff fines. But being in SoCal.. Especially Sandy Eggo? You can make some friends for sure. Exhaust stuff? I had to send my stuff to another state then have a friend send it to me. That was only for slip ons for my Valkyrie because the guy who built them was a weirdo. Almost all will send exhausts to Cali unless posted otherwise.
Bottom line? You're really not supposed to but not enforced. Trading in 99% of dealers don't even care and can claim ignorance. Is anyone gonna plug your bike into a computer and check? Heck no.
I know some Webelo here somewhere will pop out the woodwork and fearmonger and flash EPA links or CARB stuff and "AHA!!!" I don't care..
