In the UK I have HISS on my cb1100 and cb500x and other Honda's I've owned, its an ignition immobilizer not an alarm.
When new the bike comes with two keys and small tag with a key number and bar code on it which you need to programme any spare keys you might need from a Honda dealer.
Many small key cutting firms here now have software to copy keys.
There are guides on the net on how to pair a new key to your bike but I have never needed to do this.
I've never had any problems with HISS you just don't know its there but I guess if it goes wrong it would be a big problem.
