Since we're all guessing anyway, I would suggest that the cost of reprogramming a ecu is trivial and almost nothing. What's not nothing is the cost of testing required to validate the engineering of the entire machine for higher speeds. , which probably would result in a redesign needed in many of the components. But that's already been done with the result being their naked liter.
