I ride year round in Oregon where it tends to rain from time to time. My commute to work is only 4 miles, but even then I'm bound to get wet and worse--wet and cold--if I don't dress right, but I do, mostly. Summers...sometimes I don't...because I simply don't think anything is going to happen and I ride extra safe. Yes, I know, what about the others? I have no good argument. Ok, I always ride with helmet and gloves and long pants here in the States. 95% of the time jacket and pants...but some days...no. I also ride quite a bit in Costa Rica where I have another life. I ride 6 miles to the beach in my shorts and t-shirt and 3/4 helmet...and light gloves. It's also 95 degrees and even higher humidity...and my maximum speed along these roads is about 30mph on my Honda CGL125. I minimize risk most of the Atgatt time...but yeah...sometimes I don't wear my seatbelt either. I don't know why. Maybe it's a generational thing...we used to cut the seatbelts out of our old cars so they wouldn't get in the way. I can't recall using a seatbelt ever from the late 60s until the early 90s...then it was the right thing to do.
