. The small likelihood (ten from the crowd of several hundred) of being charged and fined, or even jailed for a short period - unlikely as it is - just adds to the thrill of such "productions". How difficult it is to deal with the mob "then and there" is not an issue here; it is difficult, but can't be compared to the neurosurgery or sending a probe to Saturn.
The issue is what will, and what will not prevent such productions in the future. Those ten charges will not do so.
