In my humble opinion, you'd be lugging the motor at 2500 in high gear. I consider 3,000rpm to be absolute minimum high gear rpm for my 'big' V-Twin Guzzis. The CB1100 is a completely different animal, but it shares its love to rev with the Guzzis. 3000 is my minimum for 4th, 5th and 6th on my '17 EX.
