It's an unattended lot. The building security comes around several times a day and checks tags and deals with the offenders (a written warning or 2 then towing). So the tag has to be displayed in or on the vehicle.
If no one knows of a commercially available cost effective solution, I'll make one out of Lexan and a luggage lock.
This is why you need to get with the lot and find out what their solution is before getting a pass stolen and your bike towed. Yours can't be the first bike that they have had to deal with, so they must have something in place for this contingency.
