Weather app alerts when it's about to rain, down to the minute

We used to have a radio personality here in Cincy, and when it was time to do the weather you could hear the window in his studio slide open, he'd stick his head out and say things like "Man, it's sunny and hot out" or "It's pretty nice out right now, but I see some dark clouds off to the west so it might rain some later", or "better stay inside, it's raining cats and dogs out. If you do have to go out be sure to wear your slicker and galoshes." He was pretty accurate. Funny too. Of course his weather reports were only good until the next time he stuck his head out the window an hour later.
