I use Weatherbug and Storm Radar. Weatherbug has a great display of hourly conditions. It seems a little pessimistic on rain which is why I check Storm Radar for precipitation.

This climacell claims to predict weather on a much shorter and more localized basis. I love the idea but of course that's a premium subscription feature.
