Vespas definitely win for class and fashion.

My neighbour collects and restores vintage Vespas. I have yet to see one that burns oil. The couple go urban touring on their Vespas.

Scooting an urban center is much more fun than other dino-burnin' vehicles. Conversely, scooter on a freeway almost ensures death.
