I seems that Harley was feasting on revenue typically "reserved" for aftermarket companies that sell products for solving the low speed "fueling" issue that all new bikes seem to have due to emissions control. Am I accurate here? I guess putting labels such as "competition only" and "not for street use" didn't fly with the EPA.

I wonder if the EPA will go after aftermarket companies next?

You are accurate. I had a 2005 carbureted Sportster 1200 Sport (dual disk brakes, taller suspension, GREAT bike) and a 2006 Dyna Super Glide. They were selling all kinds of Screamin' Eagle stuff that no way could be EPA-legal. I had the slash-cut shorties on my 1200 and the same on my Dyna and it was loud as heck. I liked that at the time but none of my bikes have pipes on them now.

I was under the impression HD was going to stop selling anything not Fed legal but this clearly shows they did not.

They charged me 400 bucks to reflash my ECU for the EFI Dyna Glide after doing the air filter and pipes; ran great, tons of fun. The Sportster just need a jetting change.

But the reflash some of us do is just as illegal. That's why the ECU comes back with that sticker on it from Guhls. Some guys pick up a spare ECU on the Web that is flashed to EPA specs and will swap them if an inspection is necessary.

Frankly, I doubt I will ever have my CB1100 reflashed or any of the rest of my bikes.

I could get into the low 180's at the rear wheel with a reflash to my ZX-10R and supposedly better fueling, but the thing runs so well now that I can't see doing the flash. And realistically on the street I rarely exceed 7000 RPM; all the power comes after 10K RPM.

Most bikes run pretty well these days without a flash. Not all, but most.

the 1200 sportster sport was last made in 2003.(dual disk brakes,piggy back suspension, dual plugs)
