^^Presumably because it's easier to adjust them than to take the ECU out and reflash it every time you want to make a change to the maps?

This (at least that's why I did it). The PCV is the 800lb gorilla of aftermarket tuners and finding someone local to tune using it will take a few minutes, whereas someone who will reflash a CB ECU isn't going to be nearly as easy. If you ever plan on doing future mods, it's easier to have the ecu fueling left stock and just tune through the PCV.
