As far as i can see by removing the four screws and not beiing able to get the driver out of it's housing i would say it is.
When i look at the black driver box it has glue at all the seams and it sounded like the glue ( feels like silicone ) was in there before the metal lid was screwed down, but you can still re-assure yourself by applying silicone sealant over the slots in the back and the edge of the metal heatsink lid, because of heat transfer from the heatsink i would not apply any over the entire surface, just the edges.
Hope your unit looks the same and i found it easier to remove the headlight bucket, pull the braid ( and regulator ) out the back and complete the headlight assembly before re- mounting it with the two allen bolts, put a towel over the front mudgard as well for protection.
