If I understand your question right yes, the battery tender adapter mounts permanently to the battery and the pig tail sticks out. Then there is an adapter for the heat troller that plugs into that and the pigtail for the heater gear plugs into that. Tomorrow I can download pics of my set up.
For starters heres a pic of my ST plugged into the battery tender, and the black wire to the left with the red band is the wire coming from my dual heat troller for gloves and jacket. Unplug bike from tender... Plug troller into tender pigtail....plug jacket into 1 lead from troller, plug gloves into other lead from troller and you have warm hands and body.

Not sure how many amps or watts or whatever the CB has, But I would think it would at least power a jacket and gloves
