Certainly would be simple to design. Bill of Materials probably $5. I might advocate ditching the receiver side (or offering it as an option) and providing an Android and iPhone app. It could drive an audio chime that goes to whatever Bluetooth headphones a rider might currently have.
The problem with all neat, but consumer industry specific ideas is that it's much tougher to turn a buck at the likely volumes that you'll do than it will be to implement. It'd be a labor of love unless you have pockets deep enough or time on your hands enough to get into the traditional distribution channels.
