Muffler Gasket for Arrow Slip-On

The Honda repair manual shows sleeve-like gaskets for both single and dual mufflers.
Where is the "something", inside the factory muffler or on the header?
If it's on the header and the Arrow fits well, that's the gasket I would say.

The gaskety-looking thingamabob was stuck very securely inside the factory muffler. The Arrow did fit very well and the clamp has it snugged very securely to the header.

I figured it was stuck inside the factory muffler.
If the Arrow fits perfectly and doesn't leak, you're home free I would say.
