New York City has more laws regulating bad human behavior because they have experienced more of it than any other US city. For example, I believe they have a law against spitting into public drinking fountains. Why? Probably because some idiot once spat in a drinking fountain and they didn’t have anything to charge him with.

From my point of view cell phones are too much immersed in peoples lives. THey will never give them up or set them aside, regardless of proposed penalties.
I have always referred to the people walking with their cell phones in front of them as Droids.
I have an ancient flip-top cell phone that was handed down to me by Penny when she bought a new one. The only times I carry it with me are walking the local nature in the winter and riding my motorcycle. Even then it is off and would only be used if I had a fall or accident.
However there was one time I did appreciate having it. My CB500XA failed when I was on a rural road an hour from home. I had to call my dealer to have me and my bike picked. Turned out the service department did not properly torque the new spark plugs they installed. They paid for the pick-up and repair.
