When we uncrated new bikes at the shop, (THEY WERE NOT HONDAS) they were wet with fuel and oil, but not filled to correct oil level from the factory. Adding oil was part of the setup checklist.
Perhaps there is some shipping regulation that prohibits shipping vehicles with oil. There is certainly one prohibiting shipping with gasoline. Or perhaps, a specific test oil is used at the factory for the initial startup.
Perhaps the scenario is: a tech in a hurry added the correct amount of oil, but a liter remained in the bike from the test run up.
I grant that the tech/dealer should have filled the oil to the proper level with fresh oil. It is a dealer error whether they added the wrong amount or failed to check the level when servicing the bike.
