Where can I buy the silver guage panel as shown on the bottom of this page?

I thought I saw them for sale in the spring, but now I can't find them.

In Germany at least, the silver (or gold) dashboard covers are regular accessory parts sold by your Honda dealer.

German price is 215 EUR, which is roughly 290 USD.

I tried to order the silver meter panel from a local Honda dealer but they couldn't find the part number in Honda's US catalog.

So it was Samurider.com to the rescue.

Honda meter panel in a SILVER / 08F85MGC020 - 13000 yen
Takashi can get practially anything made for the CB1100. Combine the panel with another item and shipping will be practically free (and very fast!)
