The lights used for oil pressure etc. are led's, they last forever which is why they are so suitable for this job. Led's run on 3 volts and so need a resistor in series to run on higher voltages. Could be there is a bad soldering joint inside the cluster which prevents the led from operating, and a link to a german video with a 2013 instrument cluster, this is not your type but it may give you an idea what to expect for the repair; And how it's put together; https://www.partsfish.com/oemparts/a/hon/52f28be9f870021404ec5a33/meter Have you checked that the oil switch opens with the engine running and the blue led lights up with the high beam?
