This is statutory and is why it is on our bikes. Doesn't have to be in the US, but it is. Can be easily removed with an ECU reflash. Honda had some chassis problems with other models in the past, e.g. with the early Gold Wings. Maybe they now want to avoid them. But the main reason for letting it be installed in foreign countries may be simple the fact, they'd been to lazy, to cut the limiter off. The customer shall be engaged, if he wants to be limitless.
